The following items can be imported duty-free into Rwanda (persons aged 18 and over): 250 g of tobacco products; 1L of alcoholic beverages (including spirits) or 2L of wine. 500 ml of perfume and eau de toilette, of which perfume can be a maximum of a quarter of the amount. There is always a duty to declare.
